The new version of the law “On Deoligarchization” will be submitted for consideration by the Venice Commission. The previous version of the bill was rejected due to potential threats to human rights violations.
Head of the ruling Georgian Dream party Irakli Kobakhidze announced that the amended draft law “On deoligarchization” would be resubmitted to the experts of the Venice Commission after amendments were made to it.
“In the near future, in about two weeks, the discussion of this bill will resume in parliamentary committees. After that, before the resumption of discussion in the plenary format, the bill can be sent to the Venice Commission.”
– he said.
Kobakhidze noted that the Georgian parliamentarians held international consultations on this issue.
It should be reminded that the Venice Commission has already considered the draft law adopted by the Parliament of Georgia. The organization’s experts found in it items related to the risks of violating the European Convention on Human Rights.
In particular, the previous version of the relevant bill was rejected due to the fact that its norms gave the Cabinet too much influence on the process. According to international experts, this concealed the risk of human rights violations. While the Venice Commission advocates a systematic approach, the cornerstone of which is the strengthening of legislation and democratic institutions.
De-oligarchization is one of the conditions that the Georgian side must fulfill in order to obtain the status of a candidate for joining the European Union.
