The government appointed by the House of Representatives (HoR) and based in eastern Libya said that the High Finance Committee formed by the Presidential Council was unable to determine the actual amount of resources and revenues that should have been allocated to cover public spending.
The government added that it was surprised to hear the Head of the Presidential Council, Mohammed Menfi’s statement, in his capacity as Chairman of the Committee, about the success in producing a mechanism to manage financial resources and cut government spending.
It indicated that after the HoR had approved the 2023 budget, there was no longer justification for the continuation of the work of the High Finance Committee, saying that “its continued work undermined the power of the legislative authority in general, and the executive authority in particular.”
The parallel government called on the HoR and the High Council of State to assume their legal responsibilities in choosing a government that would unify state institutions. It added that denying its role and that of Khalifa Haftar’s forces in dealing with the repercussions of the flood disaster in the affected areas was a hidden message reflected in the allegations, and a blatant method to gain political gains.
Meanwhile, the Committee’s Chairman, Menfi, stressed the need to create a national mechanism to reconstruct the flood-hit areas, praising the efforts of ministries, governmental and civil institutions in responding to the disaster.
